Phil had an illustrious career in the Naval Nuclear Propulsion Program of the United States Navy.
His service included the following roles:
Electrical Maintenance Technician and Operator of electrical generation, distribution and control systems on A4W Nuclear Propulsion Plants on two aircraft carriers.

Following his service to our nation, he worked as a Senior Project Manager at RACOM Corporation managing Land Mobile Radio (LMR) system installations and other critical communication systems such as dispatch consoles, paging systems, and fire alerting systems for first responders and utility companies ensuring that they have the highest quality of uninterupted communications available in the most dangerous and demanding environments they might experience.
Through these experiences, Phil identified that many small business owners and project managers mployed by small businesses possess little to no formal training in project management. Yet, they are entrusted with leading projects. Additionally, he discovered that small businesses may not have enough business or resources to afford a full time project manager and thus they assign personnel from other areas within the business to be the project manager. He also witnessed many first responder agencies either assign an officer, firefighter or engineer with no project management experience to act as the agencies representative to hold the vender accountable to project deadlines and costs. However, the individuals assigned don't always have the knowledge or expertise to know what questions to ask of the vender's project manager to ensure project management fundamentals are being adhered to.
To address these problems, Phil founded Quantum Project Management Solutions in 2024.
